北京市水务领域基础设施REITs项目可行性分析

2023年年底,PPP从暂停转为完全使用者付费的特许经营,《关于规范实施政府和社会资本合作新机制的指导意见》(国办函[2023]115号)文件提出,积极支持符合条件的特许经营项目发行基础设施领域不动产投资信托基金(REITs).在这种情况下,地方政府性债务的管理进一步加强,新项目的举债建设愈发困难.通过REITs盘活现有存量资产,为后续建设项目筹集建设资金,具有重要意义.文章从供水、污水、再生水、水利工程4个领域介绍了北京水务领域的基本情况,分析了北京市水务领域发行基础设施REITs存在的障碍,探讨了发行基础设施REITs的适宜性,并提出可行的解决措施和政策建议,提出有利于推动本市水务领域REITs试点的实施路径.
Feasibility analysis of REITs projects in Beijing's water sector
By the end of 2023,PPP has transformed from suspension to fully user paid franchising.The Guiding Opinions on Standardizing the Implementation of New Mechanisms for Government and Social Capital Cooperation(State Council Let-ter[2023]No.115)proposes to actively support eligible franchising projects to issue Real Estate Investment Trusts(RE-ITs)in the infrastructure sector.In this situation,the management of local government debt has been further strengthened,making it increasingly difficult to borrow funds for the construction of new projects.It is of great significance to revitalize existing assets through REITs and raise construction funds for subsequent construction projects.This article introduces the basic situation of Beijing's water industry from four fields,i.e.,water supply,sewage,recycled water,and water conser-vancy engineering.It analyzes the obstacles in issuing infrastructure REITs in Beijing's water industry,explores the suita-bility of issuing infrastructure REITs,and proposes feasible solutions and policy recommendations.Meanwhile,it also puts forward an implementation path that is conducive to promoting the pilot of REITs in Beijing's water sector.
