摘要

美丽河湖保护与建设是美丽北京、花园城市在水生态环境领域的集中体现和重要载体.在辨析美丽河湖、幸福河湖概念的基础上,总结北京市近10年在河湖水资源配置、改善水环境、保护水生态以及示范引领等方面的一系列举措,分析面临的水资源短缺、水生态退化、水环境污染等挑战.借鉴国内河湖治理经验,从系统谋划、多措并举角度提出明确工作定位、建立协同工作机制、争取政策支持、推进指标化管理、吸引多元力量参与、重视艺术化提升等6个方面建议,希望能够为中远期水务高质量发展、区域人水和谐提供参考.

Abstract

The protection and construction of beautiful rivers and lakes is a concentrated manifestation and important carrier of the water ecological environment of beautiful Beijing and garden city.Based on the analysis of the concepts of beautiful and happy rivers and lakes,this article summarizes a series of measures taken by Beijing in the past 10 years in the alloca-tion of river and lake water resources,improvement of water environment,protection of water ecology,and demonstration and leadership,and analyzes the challenges faced by water scarcity,water ecological degradation,and water environmental pollution.Drawing on the experience of domestic river and lake management,this article proposes six suggestions from the perspective of systematic planning and multiple measures,including clarifying work positioning,establishing a collaborative work mechanism,seeking policy support,promoting indicator management,attracting diverse forces to participate,and em-phasizing artistic improvement,aiming to provide reference for the high-quality development of water affairs and regional harmony between people and water in the medium and long term.
