特大洪水条件下永定河左堤防洪风险分析与对策

受台风"杜苏芮"影响,2023年7月29日至8月2日,北京市遭遇了历史罕见特大暴雨,造成了严重的人员伤亡、设施破坏和财产损失.考虑到永定河北京段左岸堤防防洪安全的重要性,在"23·7"流域性特大洪水背景下,亟需对永定河左堤的防洪安全风险进行分析研究.文章通过检测监测技术、数值计算、模型试验等多种方法,分析了永定河左堤存在的防洪安全风险.研究认为,永定河左堤存在堤防超高不足、堤宽不够,堤防护砌结构薄弱、抗冲刷能力不足,部分河段行洪不畅等诸多风险.文章针对存在的风险提出了相应的工程措施.文章的研究成果可进一步完善永定河防洪体系、消除防洪安全隐患,保障北京市城市防洪安全,同时可为今后大型河道治理和管理提供参考.
Analysis of flood control risk and countermeasures of left embankment of Yongding River during catastrophic flood
Affected by Typhoon"Dusuri",Beijing Municipality experienced a rare heavy rainstorm from July 29 to August 2,which caused serious casualties,facilities damage and property damage.Based on the importance of flood control safety of the left embankment of Yongding River,it is urgent to analyze and study the flood control risk of the left embankment of Yongding River under the background of the"7·23"catastrophic flood.Through the detection and monitoring technology,numerical calculation,model test and other methods,the analysis of flood control risk of left embankment of Yongding river is carried out.It is considered that there are many risks in the left embankment of Yongding River,such as insufficient su-per elevation and width of the bank,weak protective masonry structure of the bank,inadequate anti-erosion ability,and poor flood discharge in some river sections.On this basis,corresponding engineering measures are proposed for the existing risks.The research results of this article can further improve the flood control system of Yongding River,eliminate the hid-den danger of flood control,ensure the safety of urban flood control in Beijing,and provide references for the treatment and management of large-scale rivers.
