The Ministry of Water Resources earnestly implements General Secretary Xi Jinping's water governance princi-ples and the important discourse on water governance,always adheres to the principle of"promoting government-market synergy",and strives to improve and perfect the market-oriented allocation system that is conducive to promoting the effi-cient and intensive use of water resources and optimizing allocation,achieving significant results.In recent years,with the accelerated construction of the national water network,the pattern of water resource allocation has been continuously opti-mized,and the building of a market-oriented water resource allocation system is facing new requirements and opportunities.This article adheres to a systematic concept,coordinates and fully utilizes various means such as water prices,water rights,and water resource taxes to promote the efficient and intensive use of water resources,optimize water resource allocation,and build sound operation and market-oriented investment and financing mechanisms for water resource allocation projects.It proposes measures and suggestions for the market-oriented allocation system of water resources from the aspects of deepe-ning the reform of water price formation mechanism,promoting the construction of water rights trading market,and scientifi-cally designing the water resource tax system.
