Water security concerns the sustainable development of the Chinese nation and the overall strategy of promoting Chinese path to modernization.Water-saving is a key link and fundamental measure in water governance,which requires prioritizing water-saving,fully implementing"four water-based principles"and the Regulation of Water-saving from the as-pects of concept,consciousness and measures.It is necessary to comprehensively improve the ability to use water resources intensively,economically,and safely,by establishing and improving water-saving systems and policies,adhering to water-based principles,focusing on water-saving,making careful use of water resources,strictly managing water resources,and taking water-saving as the fundamental measure,so as to provide a solid guarantee of water resources for promoting Chinese path to modernization.This article elaborates on the goals,missions,and key links of establishing and improving water-sav-ing systems and policies in the new stage,and proposes specific measures and suggestions.
