Under the guidance of General Secretary Xi Jinping's important discourse on water governance,Hebei Province's water conservancy work has achieved fruitful results,which reflect five characteristics.Politically,Hebei Province strives for progress,high-level promotion,and overcomes difficulties,using effective water management to support high-quality economic and social development.In terms of people,Hebei Province improves the level of flood control,drinking water,irrigation,and river and lake environmental protection,so that the people can feel and reach the achievements of water con-servancy development.Systematically,by building a water network,repairing rivers as a whole,coordinating groundwater management,and coordinating water management in the Beijing Tianjin Hebei region,the overall improvement of water ecology is achieved.In terms of innovation,the use of reforms such as water rights,water pricing,water resource taxation,streamlining administration and delegating power,and investment and financing,as well as digital twin technologies,stimu-lates the endogenous driving force of water conservancy reform.In terms of management,Hebei Province improves water regulations,vigorously cleans up the four chaos,shuts down self-owned wells,and strengthens the rigid constraints of water laws and regulations.
