Thoroughly implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China to fully implement the rigid constraint system for water resources
The Third Plenary Session of the 20th CPC Central Committee clearly required the implementation of the rigid constraint system of water resources.Based on the objectives,tasks,requirements and arrangements of the Third Plenary Session of the 20th CPC Central Committee,this article analyzes the direction,focus and path to strengthen water resources management in the new era and new journey,takes system construction as the main line,specifies 10 key tasks to imple-ment the rigid constraint system of water resources,and clarifies the principles and requirements to be followed.
