The third plenary session of the 20th Party Central Committee proposed to deepen the reform of state-owned en-terprises,promote the development of state-owned capital and state-owned enterprises,strengthen their core functions and enhance their core competitiveness.At present,provincial water investment enterpriseshave become the key force in the op-eration and management of water infrastructure construction.This articleanalyzes the necessity of strengthening the function of provincial water investment enterprises,proposesthebasicconcept and development path,providing an important support for provincial water investment enterprisesto actively participate in the construction of water infrastructure and promote the high-quality development of water conservancy in the new stage.
