摘要

《节约用水条例》中明确鼓励发展节水服务产业.浙江省象山县采用节水效果保证和节水效益分享的合同节水管理模式,引进节水服务企业资金和技术,治理了供水管网漏损问题,建立了分区控漏系统,提升了人员队伍水平.节水服务企业和合同节水主体实现经济效益的同时,缓解了象山县水资源短缺问题.文章以象山县为例,分析了象山县区域合同节水实施方案,对其节水效益进行评价分析,总结形成象山县区域合同节水的经验,以期为其他地区采用合同节水模式系统、高效治理供水管网漏损问题提供参考借鉴.

Abstract

The Regulation on Water Conservation clearly encourages the development of water-saving service industry.Xian-gshan County in Zhejiang Province adopts a contract water-saving management model that ensures water-saving effects and shares water-saving benefits.It has introduced funds and technology from water-saving service enterprises to address the problem of water supply network leakage,established a zoning leakage control system,and improved the level of manage-ment team.Water saving service enterprises and contracted water-saving entities have achieved economic benefits while al-leviating the water shortage situation in Xiangshan County,This article takes Xiangshan County as acase study to analyze the implementation plan of regional contract water-saving,evaluates and analyze its water-saving benefits,and summarize the experience of regional contract water-saving in Xiangshan County,in order to provide references for other regions to a-dopt contract water-saving mode systems and efficiently manage water supply network leakage problems.
