Water scarcity is the biggest contradiction in the Yellow River Basin.In recent years,provinces(autonomous regions)along the Yellow River has adhered to and implemented the policy of"prioritizing water conservation",taking water conservation as an important measure to solve water scarcity,accelerating the transformation of water use from exten-sive and inefficient to intensive and economical,and expanding development space through water conservation.This article comprehensively summarizes the main practices and achievements of implementing the policy of"prioritizing water conser-vation"in the Yellow River Basin,systematically analyzes the existing problems,and puts forward relevant opinions and suggestions on further promoting the implementation of the policy of"prioritizing water conservation"in the Yellow River Basin,focusing on"strengthening organizational leadership and enhancing departmental cooperation,improving water con-servation regulations and strictly enforcing rigid constraints,increasing policy support and stimulating market vitality,em-powering management with technology and accelerating industrial development,innovating publicity forms and enhancing educational effectiveness".
