摘要
宁夏回族自治区是黄河流域生态保护和高质量发展先行区、全国"四水四定"省级试点,吴忠市利通区是宁夏"四水四定"第一批县级试点.本文梳理利通区水资源条件,已有工作基础及城、地、人、产与水协调发展存在的主要问题,提出试点建设指标体系,从落实"四水四定"、强化制度机制建设、推进现代化灌区建设、推动牛奶产业高质量发展、完善水权交易体系等方面提出利通区试点推进方案,进一步从加强组织领导、加大资金投入、强化监督考核、加强宣传教育等方面提出了试点建设保障措施,明确试点建设路径,以期为其他地区提供参考.
Abstract
Ningxia Hui Autonomous Region is a leading area for ecological protection and high-quality development in the Yellow River Basin,and a provincial-level pilot program for the"four water-based principles"in China.Litong District of Wuzhong City is the first batch of county-level pilot programs for the"four water-based principles"in Ningxia.This article summarizes the water resources conditions in Litong District,the existing work foundation,and the main problems in the coordinated development of urban,local,human,industrial,and water resources.It proposes a pilot construction index system,and puts forward a pilot construction plan for Litong District from the aspects of implementing the"four water-based principles",strengthening institutional and mechanism construction,promoting modern irrigation area construction,accel-erating high-quality development of the milk industry,and improving the water rights trading system.Furthermore,it pro-poses pilot construction guarantee measures from the aspects of strengthening organizational leadership,increasing capital investment,strengthening supervision and assessment,and enhancing publicity and education,clarifying the pilot construc-tion path,in order to provide reference for other regions.
