Discussion on the pricing model for water diversion outlets in small-scale water conveyance projects
The pricing of water diversion outlets is central to the sustainable operation of water transfer projects.This study uses the flow method,which determines the engineering costs allocated to water diversion outlets based on the proportion of pipeline costs incurred by a unit of water volume.A water price analysis model is established,equating the water fee collected by investors with operational costs,engineering expenses,and construction capital costs.The results show that the farther the water diversion outlet is from the intake point,the higher the cost per unit of water at the outlet and the greater the proportion of investment expenses per unit of water.Government fiscal funding significantly impacts water pricing,while factors such as the proportion of enterprise self-financing,return period,return rate,and loan term have relatively minor effects on water pricing.
