Exploration,practice,and reflections on the specialized management and protection mode for small reservoirs in Zhejiang Province
Zhejiang Province,addressing the management of 3,085 small reservoirs without management units,has actively explored and deepened reforms in the management system for small reservoirs.Four main management and protection modes have emerged:unified county-level management,government-purchased services,regional centralized management,and a"large supports small"approach.Based on the application practices and outcomes of these four models,this paper conducts a comparative analysis of their characteristics and applicable conditions.Considering the current state of management and protection,it examines the issues and challenges faced in the professionalized management of small reservoirs.Recommendations are proposed,including strengthening supervision,optimizing market mechanisms,quantifying standards,advancing unified management,ensuring capability support,and implementing matrix management.These suggestions aim to provide reference and guidance for continuously enhancing the professional management and protection capacity of small reservoirs.
