Initial water rights allocation in Dujiangyan Irrigation Area based on social sensitivity
[Objective]With the expansion of Dujiangyan Irrigation Area and the sustainable development of social economy,the water diversion of Minjiang River is increasing year by year,and the problem of urban water supply squeezing agricultural ecologi-cal water is prominent.In order to solve the above problems,optimize the allocation of water resources in irrigation areas,ensure food security,and implement the principle of"water dominates development"for water resources,the initial water rights alloca-tion in Dujiangyan Irrigation Area was studied and a model was established.[Methods]The scientific knowledge map analysis is used to illustrate the importance of society to the sustainable utilization of water resources.The ecological discharge flow,GDP and various water consumption data of Minjiang River are comprehensively used to calculate the available water supply through social sensitivity.After determining the allocation principle,the multi-criteria satisfaction model of water allocation is used to allocate water for each city in the irrigation area,and the'two-step method'of water allocation is realized.[Results]The result show that the social sensitivity in 2030 is 0.970,and the adjustable water volume of fish beak is 9.852 billion m3 under the con-dition of P=50%.Among them,the domestic water consumption of urban residents,the two-step distribution value and water demand in most areas are similar;for ecological water use,the two-step allocation value is greater than or equal to the water demand;agricultural water,in which the two-step distribution value of Meishan City is lower than the water demand;for industri-al water,the two-step allocation value is greater than or equal to the water demand.[Conclusion]The result show that the two-step method of using social sensitivity to derive available water supply and multi-criteria satisfaction function model for water allo-cation in irrigation areas follows the law of social development and water use habits,and respects the development differences of cities in the irrigation area,which can provide references for water rights allocation in Dujiangyan Irrigation Area.
