Study on the economic vulnerability of reservoir resettlers:From the perspective of human capital
[Objective]In the context of comprehensive poverty alleviation,to consolidate the achievements of poverty alleviation of reservoir resettlers,it is necessary to focus on the economic vulnerability issues related to the future well-being of resettlers.Promoting the accumulation of human capital is an important way to enhance the self-income-generating ability of resettlers.Stud-ying the economic vulnerability of reservoir resettlers from the perspective of human capital is of great significance for promoting sustainable livelihoods among resettlers.[Methods]Based on the field survey data of 603 households of resettlers in the monito-ring and evaluation work of the support at later stage in WZ City,GX province in 2021,the expected economic vulnerability measurement method was used to calculate the economic vulnerability of resettlers.Based on the entropy method,an index of hu-man capital for resettlers was constructed from three dimensions:education,health,and work experience.A multiple linear re-gression model and a mediation effect model were constructed to examine the impact mechanism of human capital accumulation on the economic vulnerability of resettlers.[Results]The result showed that:(1)Under the relative poverty standard of 60%of the median per capita income,the average economic vulnerability of reservoir resettlers in WZ City was 0.161,and the proportion of vulnerable households was 13.9%.(2)Promoting human capital accumulation can significantly alleviate the economic vulnera-bility of resettlers.For every unit increase in the human capital index,the economic vulnerability of reservoir resettlers in WZ cit-y will decrease by 20.6%.Education level,health level,and work experience all have significant negative effects on the econom-ic vulnerability of resettlers.(3)The level of non-agricultural employment plays a partial mediating role in the process of human capital accumulation alleviating the economic vulnerability of resettlers.[Conclusion]The empirical study confirmed the signifi-cant role of human capital accumulation in alleviating the economic vulnerability of reservoir resettlers.It is recommended that during the promotion of rural revitalization through water conservancy,support should be intensified in the post-relocation period to enhance the human capital of the resettlers and improve their self-income-generating ability.
