河北省河湖智能视频监控体系关键技术研究与实现

针对河北省河湖视频监控系统现状与问题,研究省级河湖智能视频监控体系的关键技术与具体实现.依托物联网、人工智能、云计算等先进技术,探讨河湖视频监控一张图、空间分析、多源数据融合、AI 视频智能分析、视频取流等关键技术,采用基础设施层、数据服务层、平台服务层、应用层 4 层架构构建省级河湖智能视频监控体系,分析全省河湖视频资源传输专网、智能分析中心、视频监控一张图及河湖智能视频监控系统的具体实现成果.经过 1 年多的应用实践,证明该体系合理,能够有效推送疑似河湖违法事件,为视频监控在智慧水利中的应用提供思路框架和技术参考.
Research and implementation of key technologies for intelligent video monitoring system of rivers and lakes in Hebei Province
In response to the current situation and problems of video monitoring systems in rivers and lakes of Hebei Province,research on related key technologies and implementation is conducted.Based on advanced technologies such as the Internet of Things,artificial intelligence,and cloud computing,this paper explores key technologies such as rivers and lakes video monitoring map,spatial analysis,multi-source data fusion,AI video intelligent analysis,and video streaming.The provincial-level rivers and lakes intelligent video monitoring system is built by applying a four-layer architecture of infrastructure,data service,platform service,and application.This paper analyzes implementation achievements of the provincial rivers and lakes video resource transmission network,intelligent analysis center,video monitoring map,and rivers and lakes intelligent video monitoring system.After more than a year of practice,it has been proven that the system is reasonable and can effectively publish suspected illegal events in rivers and lakes,providing a framework and technical reference for the application of video surveillance in smart water conservancy.
