建筑业是作为国家拉动国民经济增长的支柱性产业，其产品的质量与国家经济发展、人民生活水平息息相关，其产品质量的好坏直接关系到人民群众的生命财产安危。建筑工程的质量关系到国计民生和人民生命财产安全性，在建筑施工过程中，任何一个环节、任何一个部位出现问题，都会给工程的整体质量带来严重的后果。解决目前监理行业存在的问题，体制的规范和正确认识此新兴产业是不可缺少的。只有解决了此问题监理行业才能向更高、更健康的方向发展。
