The archives informatization is of great significance for the development of the archival industry and an important component of the national informatization strategy.By analyzing the policy text of archives informatization in China,the preferences and problems in the formulation of archives informatization policies can be revealed,which helps to improve the policy system of archives informatization and promote the development of archives informatization work.A two-dimensional analysis framework of"policy tools-policy elements"is constructed,and coding and quantitative statistics were analysed on 158 national level archives informatization policy texts.The study finds that the effectiveness of policies and regulations on archives informatization in China is not high,there is an excessive use of supply and environmental policy tools,insufficient use of demand policy tools,and policy imbalances in archive informatization elements.Suggestions are proposed to improve the archives informatization policy system,optimize the structure of supply and environmental policy tools,increase the use of demand policy tools,and strengthen the supplement of policy element distribution areas.
