The archival data sharing and utilization is a necessary transformation of archival public services in the era of big data,and an important aspect of modernizing archival data governance.Based on the theory of public service accessibility,this paper proposes a framework for the availability,accessibility,acceptability,and adaptability of archival data sharing and utilization from the perspective of accessibility.The practical mechanism lies in the unity of resource acquisition quality and quantity,platform proximity to urban and rural areas,service acceptance situation and reason,and cultural adaptation dynamic and static.On these grounds,this paper analyzes the accessibility difficulties of the current archival data sharing and utilization,and proposes the corresponding strategy path.
