Data governance and privacy protection are of great significance in strengthening the national digital security defense line and protecting personal data privacy,jointly safeguarding the construction of Digital China.Through policy analysis and field investigations,Canadian government's data governance and privacy protection laws and regulations as well as their practical situations were examined,and it was found that the Canadian government's legislation on data and privacy protection,the combination and invocation of multiple ad hoc systems,the establishment of specialized privacy regulatory agencies,the cooperation of multiple stakeholders,and the balance between information access and privacy protection has distinct characteristics in five aspects.Based on the actual situation in our country,this study critically and dialectically reflects on the experience of Canada's data governance and privacy protection actions for China:incorporating privacy protection into the data laws system,establishing multiple systems as flexible supplements,strengthening the professional functions of regulatory agencies,actively mobilizing multi-party collaboration,and balancing the needs of information access and privacy.
