With the deepening of digital government construction,government data opening has become the focus of current governments.As an important part of government data,archival data plays an increasingly prominent role in it.However,in the process of government data opening,the archival data governance still faces many problems and challenges.This study analyzes the important value of archival data in government data opening,expounds the content,principles and objectives of archival data governance,and analyzes the outstanding problems existing in the current archival data governance in terms of policies and regulations,management services,data quality,security and privacy.And from the perspective of top-level design,system construction,process optimization,technology application,ability improvement and so on,it puts forward the targeted countermeasures to strengthen archival data governance and promote government data opening.
