Institutional Supply and Standardization of Administrative Legislation from the Perspective of Archives
Archives administrative legislation is an important institutional guarantee for the modernization of national governance system and governance ability.The newly revised Archives Law of the People's Republic of China provides a new institutional space and realistic demand for archives administrative legislation.This paper focuses on administrative legislation from the perspective of archives,analyzes its system value function,realistic dilemma and optimization path.Through combing,it is found that the current archives administrative legislation still has shortcomings in the aspects of lagging idea,poor content and imperfect procedure,which affect the quality of legislation and implementation effect.On the premise of clarifying the legitimacy basis of the administrative legislative power of archives,this paper proposes that it should be improved from the aspects of updating the legislative idea,enriching the legislative content,standardizing the legislative procedure and perfecting the implementation mechanism,so as to further exert the institutional supply and normative leading role of the administrative legislation of archives.
