低碳背景下产业升级的政企检三方演化博弈分析

在"双碳"目标背景下,针对企业存在高能耗高排放的问题,利用演化博弈和MATLAB分析方法,构建企业、第三方碳排放量检测机构和政府的三方演化博弈模型。首先,厘清三方在低碳减排过程中的责任和功能,根据复制动态方程研究不同要素对参与主体策略选择的影响;然后,分析三方演化系统均衡点达到演化稳定策略(ESS)的条件;最后,利用MATLAB数值仿真分析验证不同情形下的ESS,证明模型稳定策略求解的有效性。结果表明,当企业升级成本低于企业维持现状成本、国家专项补贴与企业投机成本之和时,能够实现企业产业升级、第三方碳排放量检测机构拒绝徇私舞弊、政府宽松监管的理想状态,为双碳目标的实现和社会利益的最大化提供理论依据和有效对策建议。
Analysis of Trilateral Evolutionary Game Among Government,Enterprises and Inspectors in the Context of Low-Carbon Background Industry Upgrading
Under the background of the"dual carbon"goal,given the problems of high en-ergy consumption and high emissions,the evolutionary game and MATLAB analysis methods are used to construct a trilateral evolutionary game model between enterprises,third-party carbon emission testing institutions and governments.Firstly,the responsibilities and func-tions of the three main-bodies in the process of low-carbon emission reduction are clarified,and the impact of different factors on the strategy selection of the parties is studied ac-cording to the replicator dynamics equation.Secondly,the conditions for the equilibrium point of the tripartite evolutionary system to reach the ESS are analyzed.Finally,MATLAB numerical simulation analysis is used to verify ESS under different conditions and prove the effectiveness of the model stability strategy solution.The results revealed that when the cost of enterprise upgrading is lower than the sum of the cost of maintaining the status quo,the national special subsidies and the speculation cost of the enterprise,the ideal state of enterprise industrial upgrading,third-party carbon emission testing institutions refusing favoritism and fraud,and government loose supervision can be realized,which provides a theoretical basis and effective countermeasures to achieve the dual carbon goal and maximize social benefits.
