基于准测度群决策方法的黄河流域河南七市高质量发展评价研究

摘要
黄河流域高质量发展是重大的国家战略,事关中华民族伟大复兴和永续发展.由于不同专家对高质量发展的理解有一定的差异,在评价结果中会存在大量的分歧.为了规避这种分歧带来的不良后果,引入基于准测度的群决策方法,以达成专家评价的共识为出发点,充分考虑专家分歧对决策结果的影响,对黄河流域河南七市高质量发展水平进行评估.评价结果表明,郑州、洛阳在高质量发展方面优于其他地市,该结果也是分歧最小的排序方案,说明专家对该方案的认可度最高.
Abstract
The high-quality development of the Yellow River Basin is a major national strat-egy,which is related to the great rejuvenation and sustainable development of the Chinese nation.Due to certain differences in the understanding of high-quality development among different experts,there are a large number of disagreements in evaluation results.To circum-vent the undesirable consequences of such differences,this paper fully considers the impact of expert differences on the decision-making results,introduces the group decision-making method based on Prametric and evaluates the high-quality development level of 7 cities of Henan province in the Yellow River Basin with the starting point of arriving at the consensus of expert evaluation.The evaluation results demonstrate that Zhengzhou and Luoyang are superior than other cities in terms of high-quality development,which is also the scheme with the least disagreement,indicating that the experts have the highest acceptance degree of the scheme.
