摘要
城镇老旧小区绿色改造是提升居民幸福感、改善城镇风貌的重大惠民工程.针对城镇老旧小区绿色改造过程中政府财政赤字、融资困难和社会资本参与积极性不高的问题,基于演化博弈理论分析了 PPP模式下政府和社会资本的动态博弈过程,探讨了经济激励、税收惩罚和声誉激励对双方策略选择的影响,结合实际案例,用MATLAB进行了灵敏度分析.最后,根据分析结果提出了相关政策建议.
Abstract
The green retrofit of old town residential areas is a significant people-benefit project to enhance residents'happiness and improve the townscape.Given the problems of government fiscal deficit,financing difficulties,and low participation enthusiasm of social capital in the green retrofit of old town residential areas,on account of EGT,the dynamic procedure of both sides in PPP mode is analyzed.The influence of economic incentives,tax penalties,and reputation incentives on the strategic choice of both parties is discussed.Combined with actual cases,sensitivity analysis is conducted by MATLAB.Finally,related policy proposals are brought forward based on the analysis results.
