Structure-Process-Result:Evaluation Index Construction of Urban Community Emergency Mobilization Ability
Emergency management is an important function that governments at all levels must perform.As the basic unit of social governance,community emergency mobilization ability is directly related to the efficiency of handling public emergencies and the credibility of the government.In view of this,based on the structure-process-result three-dimensional quality evaluation theory,combined with the evaluation perspective and influencing factors of community emergency mobilization ability,a three-dimensional evaluation structure of"structure system","process management"and"result function"was proposed to build an index system.The index is selected by content validity test,and the index weight is determined by AHP and entropy method to improve the precision and simplicity of the index.
