摘要
互助养老是一种基于交换和互惠、以互助服务为核心的养老模式,可以破解老人在无人监护下突发意外的困境,同时对于缓解老人的孤独感、提升老人的生活幸福感有积极的意义.作为完善养老服务体系的重要一环,互助养老是对中国式现代化进程中老龄问题的积极回应,体现出中国式现代化的特殊性和制度优势.我国互助养老已初步建立起利于持续发展运行的多元服务支撑系统.实践中推广较为广泛的有互助幸福院、时间银行、老年协会+社会组织、党建+互助养老四种模式.当前,我国在推动互助养老发展的过程中仍存在一些问题,如目标定位与发展方向不够明晰、协作参与和内在驱动力不足等.中国式现代化进程中,养老服务可从明确互助养老的定位、构建互助养老多层次多样化的发展模式、营造互助共同体、激发内在驱动力等方面完善.
Abstract
Mutual support for the elderly is a caregiving model based on exchange and reciprocity,with mutual sup-port services at its core.It can solve the plight of the elderly in unsupervised accidents,and at the same time,it has a positive significance in alleviating the loneliness of the elderly and enhancing their sense of happiness in life.As an important part of improving the elderly care service system,mutual support for the elderly is an active re-sponse to the aging problem in the process of Chinese path to modernization,reflecting the particularity and institu-tional advantages of Chinese path to modernization.China's mutual support for the elderly has preliminarily estab-lished a multi-service support system conducive to sustainable development and operation;In practice,four wide-ly promoted models include:Mutual Support Happy Home,Time Bank,Elderly Association+Social Organiza-tions,and Party Building+Mutual Support Elderly Care.In the process of promoting the development of mutual support for the elderly,there are still some problems,such as the lack of clear goal positioning and development di-rection,as well as insufficient collaborative participation and internal driving force.In the process of Chinese path to modernization,elderly care services can be improved from aspects such as clarifying the positioning of mutual support for the elderly,constructing multi-level and diversified development models,creating a mutual support community,and stimulating internal driving force.
