水库大坝是拦洪蓄水、调节水资源的重要水利工程建筑,关系到居民用水安全和防火防涝灾害安全.监测设施薄弱是水库安全管理的突出短板,为此,水利部自2021 年以来推进实施小型水库雨水情测报设施、大坝安全监测设施建设,并纳入"十四五"工作计划,要求在"十四五"期间基本实现小型水库雨水情测报和大坝安全监测设施全覆盖,保障水库安全运行.本次研究基于高精度北斗卫星定位的大坝安全监测系统,适用于大型水利水电大坝、中小型水库的安全监测与雨水情测报等场景,助力水库大坝安全实现数字化、智慧化和精细化管理.
Dam Safety Monitoring System Based on High-precision Beidou Satellite Positioning
The reservoir dam is an important hydraulic engineering building for blocking floods,storing water and regulating water resources,which is related to the safety of resident'water use and fire and flood prevention disasters.The weakness of monitoring facilities is a prominent weakness in reservoir safety management.Therefore,the Ministry of Water Resources has been promoting the construction of rainwater monitoring and reporting facilities for small reservoirs and dam safety monitoring facilities since 2021,and has included them in the"14th Five Year Plan"work plan.It is required to basically achieve full coverage of rainwater monitoring and reporting facilities for small reservoirs and dam safety monitoring facilities during the"14th Five Year Plan"period to ensure the safe op-eration of the reservoir.This study is based on a high-precision Beidou satellite positioning dam safety monitoring system,which is suitable for safety monitoring and rainfall monitoring of large water conservancy and hydropower dams,small and medium-sized reservoirs,and other scenarios.It helps to achieve digital,intelligent,and refined management of reservoir dam safety.
