摘要
习近平经济思想是我国经济高质量发展的重要思想引领,其将政府与市场的良性关系科学凝练为"有效市场"和"有为政府".我国区域创新平台建设在管理体制、激励政策、科技金融等方面实践了"有为政府"与"有效市场"的协同合作.同时,良好的法治环境是市场有效和政府有为的保障,对此提出明确管理权合法性、强调倡导性法律规范作用、建立容错纠错机制以及加强知识产权服务与保护等法治建议.
Abstract
Xi Jinping economic thought is an important ideological guidance for the high-quality development of our country's economy,summarizing the harmonious relationship between the government and the market as"ef-ficient market"and"proactive government."The construction of regional innovation platforms in our country in-volves the practice of the synergy between a"proactive government"and an"efficient market"in terms of manage-ment systems,incentive policies,and technology finance.Additionally,a favorable legal environment is crucial to ensure the effectiveness of the market and the proactiveness of the government.In this regard,specific legal recom-mendations are made,including clarifying the legitimacy of management authority,emphasizing the role of advisory legal norms,establishing error-tolerant and correction mechanisms,and strengthening intellectual property serv-ices and protection.
