During the period of the War of Resistance Against Japan,the Shanxi-Suiyuan Anti-Japanese Base suffered severe economic damage under the economic blockade of the Kuomintang and frequent"mopping-up"operations by the Jap-anese army.The military and civilians suffered from hunger and cold,and their physical condition was extremely weak-ened.In addition,the Japanese army waged"bacterial warfare"against the base,but the medical infrastructure in the base areas was poor,and the military and civilians lacked basic health knowledge,leading to the spread of various epidemics and countless deaths and injuries among the military and civilians,which seriously affected the building of the base and the war.In response to the weak medical foundation and the lack of health awareness among the military and civilians,the Par-ty and government of the base gradually constructed a medical and health system through measures such as restoring and de-veloping the economy,establishing medical institutions,cultivating a large number of medical personnel for the troops,pro-moting and mobilizing the masses to develop hygienic habits,and providing medical diagnosis and treatment for both the military and civilians.These efforts gradually established a medical and health care system in the base,changed the back-ward health concepts of the masses,and ensured the smooth progress of the war.
