Efficiency and fairness of elderly nursing human resource allocation in China from the perspective of regional comparison
Objective:To study the differences in the efficiency and fairness of elderly care human resource allocation in China from 2012 to 2021,and to provide scientific basis for the scientific and rational allocation of nursing human resources in China.Methods:Using the"China Health Statistics Yearbook"published by the National Health Commission from 2013 to 2022 as the data source,Using the DEA-BCC model for static analysis of China's 2021 data,using the Malmquist index model for dynamic analysis of 2012-2021 data,and using the Gini coefficient for fairness research.Results:The average annual growth rate of the number of elderly nurses in China from 2012 to 2021 was 2.725% .The comprehensive efficiency,pure technical efficiency,and scale efficiency of elderly nursing human resource allocation in China in 2021 were 0.772,0.840,and 0.918,respectively.The average total factor productivity index from 2012 to 2021 was 0.953,and the average technological progress index decreased by 4% .The Gini coefficient fluctuated between 0.311 and 0.347.Conclusions:From 2012 to 2021,the overall efficiency of elderly care human resources in China was not high,with regional differences and the impact of technical and management levels,resulting in good overall fairness.It is recommended that the government macro regulate and increase the importance of elderly care human resources,and optimize the allocation of elderly care human resources by improving technical efficiency.
