山西转型综改示范区实现高质量发展路径研究——基于"一群两区三圈"区域发展战略布局的思考

摘要
改革开放以来,山西逐渐形成了资源型经济发展模式,该模式之下发展瓶颈日趋凸显,为了实现更高质量发展,山西转型综改示范区应运成立.山西省第十二次党代会提出打造"一群两区三圈"的区域格局,这为山西转型综改示范区更好地引领辐射带动省内其他区域提出了更高的要求.示范区成立以来,发展的瓶颈也日趋凸显,如营商环境有待优化、产业链条有待延伸、发展空间有待拓展、产业化发展快于城镇化等.针对这些问题,文章从构建创新生态、打造"规划—考评—协调"的产业发展引导体系、发挥比较优势发展"飞地经济"、产城融合助力产城一体化高质量发展四个方面着力推动实现转型综改示范区高质量发展.
Abstract
Since the reform and opening up,Shanxi has gradually formed a resource-based economic develop-ment model.However,the development bottleneck under this model has become increasingly prominent.To achieve higher quality development,Shanxi Transformation and Comprehensive Demonstration Zone has been established.At the 12th Party Congress in Shanxi Province,it was proposed to create a regional pattern of"one group,two dis-tricts and three circles",which put forward higher requirements for Shanxi's Transformation and Comprehensive Reform Demonstration Zone to better lead,radiate and drive other regions in the province.Since the establishment of the demonstration zone,it can be found that the bottlenecks of development have become increasingly prominent,such as the business environment to be optimized,the industrial chain to be extended,the development space to be expanded,and its industrialization development is faster than urbanization.To solve these problems,this paper tries to promote the high-quality development of the demonstration zone from the four aspects of building an innova-tion ecology,creating a"planning-evaluation-coordination"industrial development guidance system,developing the enclave economy by giving full play to comparative advantages,and promoting the high-quality development by the integration of industry and city.
