摘要
绿色低碳发展是践行习近平生态文明思想的重要内容,是经济社会与环境协同发展的重要途径."十四五"规划强调了绿色低碳转型的重要地位.近年来,许昌市在绿色低碳转型发展方面初见成效,但就许昌市发展现状而言,仍存在政策体系不完善、监管手段不完善、绿色低碳技术水平较低、能源低碳转型系统性方案尚未形成等问题.针对当前许昌市绿色低碳转型发展所面临的问题提出战略方针、实施路径和保障措施,以期为加快许昌市绿色低碳转型发展提供理论基础和参考依据.
Abstract
Green and low-carbon development is an important part of practicing Xi Jinping Thought on Eco-Civilization,and an important way for the coordinated development of economy,society and environment.The 14th Five-Year Plan emphasizes the importance of green and low-carbon transformation.In recent years,Xuchang City has achieved initial results in green and low-carbon transformation development.However,as far as the development status of Xuchang City is concerned,there are still problems such as imperfect policy system,imperfect regulatory means,low level of green and low-carbon technology,and systematic solutions for low-carbon energy transformation have not yet been formed.In view of the current problems facing the green and low-carbon transformation development of Xuchang City,strategic policies,implementation paths and safeguard measures were put forward,in order to provide theoretical basis and reference for accelerating the green and low-carbon transformation development of Xuchang City.
