"双碳"背景下电力企业碳管理体系的构建

为了应对全球气候变化,中国于 2020 年提出了"二氧化碳排放力争于 2030 年前达到峰值,努力争取 2060 年前实现碳中和"的目标.电力企业作为碳排放重点企业和实现"双碳"目标的关键,构建碳管理体系具有重要意义.根据电力企业碳排放现状,分析研究了电力企业碳管理体系建立的具体内容和相关措施,探讨了电力企业碳绩效评价体系的构建方法.电力企业的碳管理体系应当从碳源管理、碳排放管理、碳汇管理和碳资产管理 4 个方面建立.碳源和碳排放管理要求企业积极推动能源升级转型,增大新能源在发电中的占比,并推进开发新型电力系统.碳汇管理要求企业在植树造林增加植被碳汇的同时,同步人工地质碳汇和海洋碳汇的实施.碳资产管理是以碳中和为目标,以实现企业碳增产保值为目的,是指导和调节碳源、碳排放、碳汇管理的关键.在此基础上,从电力、经济、效率、效果和环境 5 个一级指标入手,采用"五位一体"的三级评价方法,构建电力企业碳绩效评价体系的智能化和数字化管理信息平台.
Construction of Carbon Management System for Power Enterprises under Background of"Double Carbon"
In order to cope with global climate change,China proposed the goal of"striving to peak carbon dioxide emissions by 2030 and achieve carbon neutrality by 2060"in 2020.As key carbon emission enterprises and key to achieve the"double carbon"goals,building a carbon management system for power enterprises is of great significance.The specific content and relevant measures of establishing a carbon management system for power enterprises were analyzed and studied based on their current carbon emissions status,and the construction method of a carbon performance evaluation system for power enterprises was explored.The carbon management system of power enterprises should be established in four aspects:carbon source management,carbon emission management,carbon sink management and carbon asset management.Carbon source and emission management require enterprises to actively promote energy upgrading and transformation,increase the proportion of new energy in power generation,and promote the development of new power systems.Carbon sink management requires enterprises to plant trees to increase vegetation carbon sink while simultaneously implementing artificial geological and marine carbon sequestration.Carbon asset management aims to achieve carbon neutrality and achieve the goal of increasing and preserving carbon production in enterprises.It is the key to guiding and regulating carbon source,emissions,and sink management.On this basis,starting from the five primary indicators of electricity,economy,efficiency,effectiveness and environment,a"five in one"three-level evaluation method was adopted to construct an intelligent and digital management information platform for the carbon performance evaluation system of power enterprises.
