服务老年人群的城市高等级医院交通可达性测评——以西安市三级甲等医院为例

针对老年人群的就医出行特征引入了公交出行阻抗的概念,在GIS技术支持下设计了以服务老年人群为出发点的城市高等级医院交通可达性测评模型,并应用该模型侦测了西安市三级甲等医院的交通可达性.结果表明:医院与其服务对象之间的交通联系方式是保证可达性测评针对性及有效性的重要决定因素;为了在城市交通规划中落实"以人为本"原则应该对服务老年人群的高等级医院交通可达性进行准确的专门测评;得益于"公交都市"战略的实施,西安市已形成较好服务于老年人群就医出行的高等级医院交通可达性空间格局,制约医院交通可达性提升的成因可归结为禁锢型、拮抗型和磨合型,城市规划管理者在谋划破解医院低可达性问题时需结合不同的成因类型采取相应的行动对策.
Evaluation on the accessibility of high order urban hospitals for the aged —— A case study of the first-level hospitals in Xi'an city
Aiming at the hospitalizing trip features of the aged, the trip impedance of public transportation is introduced.An evaluation model which can accurately detect the accessibility of high order urban hospitals for the aged is established with the help of GIS technology.Furthmore, the established model is employed to detect the accessibility of the first-level hospitals in Xi'an city.The results showed that the traffic connection between the hospitals and their service objects is an important factor to the feasibility and effectiveness of accessibility evaluation.It is suggested that special evaluations on the accessibility of hospitals for the aged are needed so as to achieve the goal of human-oriented in urban traffic planning.The well-served spatial pattern of hospitalizing accessibility for the aged in Xi'an city has established in recent years because of the public transit metropolis strategies.The accessibility constraints can be divided into 3 types: the imprison, the antagonism and the running-in, corresponding countermeasures to settle the low accessibility of hospitals will be done by the planning administrations.
