西北新型电力系统先行示范体系探究

西北地区能源资源禀赋,是加快构建新型电力系统的排头兵,是实现全国"双碳"目标的主阵地.从西北地区"多煤富新"的资源优势、新能源为装机主体的电源布局、大外送格局的网架结构及当前西北电网新能源的高效利用情况来看,西北电网已具备新型电力系统体系雏形.但随着能源转型的稳步推进、沙戈荒大型风光基地等国家重点项目的落地,西北电网"三高双随机"的特征愈加凸显,西北新型电力系统体系建设仍面临着巨大挑战.该文分析了现阶段西北新型电力系统体系建设在电力保供、新能源高效利用、电网安全面临的挑战,以问题为导向,系统性阐述了保供电、促转型、保安全"三位一体"的西北新型电力系统先行示范体系建设研究和创新实践,并提出了策略性发展建议与展望.
Research on the Leading Demonstration System of New-Type Power System in Northwest China
Endowed with rich energy resources,Northwest China is in a spearheading position in accelerating the construction of new-type power system,and the main battlefield for achieving the"dual carbon"goal all over the country.Due to the advantages of"abundant coal and rich new energy"resources in Northwest China,the power supply layout with new energy as the main body,the grid with a large external transmission,and the current efficient utilization of new energy,we can see that the northwest power grid has already formed a new-type power system prototype.However,with the steady progress of energy transformation and the construction of the large-scale wind and photovoltaic bases in the desert,Gobi and desertification land,the"three highs and double randoms"characteristics of the northwest power grid have become increasingly prominent,and the construction of the new-type power grid in Northwest China still faces huge challenges.This article analyzes the challenges faced by the construction of the new-type power grid in northwest China in terms of power supply guarantee,efficient utilization of new energy,and grid security.With focus on the existing problems,the paper systematically elaborates on the research and innovative practice of the construction of the leading demonstration system in the northwest power grid that integrates power supply guarantee,transformation promotion,and safety protection.The paper also proposes related strategic development suggestions and prospects.
