An Efficiency and Benefit Evaluation Method for New Transmission Network Planning Based on Production Simulation
The conventional evaluation method of the transmission network planning based on the typical days not only lacks a comprehensive efficiency and benefit evaluation index system,but also fails to consider the randomness and volatility of the new energy sources.This paper proposes a comprehensive efficiency and benefit evaluation index system from multiple time scales in response to the needs for the efficiency and benefit evaluation of new transmission network planning.A new transmission network time sequential production simulation model that takes into account the random fluctuations of wind turbine and photovoltaic output is established to implement the annual 8 760 hours production simulation for the planned plan,in which a series of evaluation index values are obtained based on the production simulation results.On this basis,the comprehensive efficiency and benefit evaluation method for transmission network planning based on the combination of the subjective and objective weighting and the fuzzy comprehensive evaluation is proposed.This method avoids the subjective and objective deficiencies in the evaluation process and provides an effective support for the multi-time scale efficiency and benefit evaluation of the new transmission network planning.Finally,the effectiveness of the proposed method is validated based on the efficiency and benefit evaluation case of an actual power grid planning in Southwest China.
