The Path Selection of the Reform of Relatively Centralized Administrative Licensing in the Western China——On a Basis of a Field Research in X City in the West
The reform of the administrative examination and approval system is an important lever to accelerate the transformation of government functions and deepen the reform of the administrative system.The relatively centralized administrative licensing reform,as the main way of reforming the administrative approval system at this stage,has two reform modes in practice:"three centralized and three in place"and"one seal approval".By conducting a field research on X city in the western region and comparing the two models from the perspectives of public satisfaction and government function transformation,this paper shows the compatibility between"one seal approval"and the economic and social development status in the western region.According to the analysis,the reform mode of"one seal for approv-al"is more suitable for promotion in the western region,but it is necessary to design and build a scientific mechanism to obtain efficient approval and the linkage between approval and supervision.
