Coupling Hardness with Softness:The Logic of Party Building in Resolving the Paradox of Grass-Roots Governance——Take"Party Building +Area Large Property"in Xi'an G Community For Example
Grass roots governance is a cross field of state administrative forces and social autonomous power,which creates a tension between the two forces,and highlights the triple governance paradoxes.This paper clarifies that grass-roots Party building is a bridge between the state and society and aiming at exploring how the governance logic led by Party building balances the paradox between nation-al administrative force and social autonomy?Through long-term observation of the governance process of"Party building + area large property"in G community of Xi'an,we finds that Party building demonstrates the governance logic of coupling hardness with softness in grass-roots governance.In this case,formal structures,strong relationships and normative instruments constitute the rigid triangle of Party governance,while informal structures,weak relationships and emotional instruments constitute the flexible triangle of Party govern-ance.The ambidextrous governance logic of Party building not only shows the flexible scheme of Party building leading grass-roots gov-ernance,but also reveals the shaping mechanism of state-social relationship in the presence of political Parties.
