The proposal of a community of social governance has made the subjects of"governance"more pluralistic and diverse.How to enable young people to have new actions in the new era and new journey,how to make youth social organizations play a maximum role and respond to the needs of the current society to the greatest extent are a new proposition of social governance.The mechanism of o-pinion cohesion and the societal expectations of the role of youth organizations are the two major factors that influence the intention of youth social organizations;the dual impact of government purchase of services and the predicament of spontaneous participation in social governance are stumbling blocks for youth organizations to participate in social governance.The irrationality of procedural regulation is the crux of the inactivity of youth social organizations.In addition,the following measures are essential:optimizing the legal environment,im-proving the government procurement service system,establishing a tripartite demand expression mechanism,and reforming procedural regulations are effective legal paths to enhance the participation of young social organizations in social governance.
