摘要
智媒技术语境下,国内外舆论环境日益复杂、社会表达日趋多样,探讨如何强化网络人士群体的互联网行为柔性治理建设,是有效维护社会稳定与国家主流意识形态安全,不断推进新时代一线统战工作深入向前的重要议题.当前网络人士互联网行为的总体特征已显现,从主场优势遭消解、话语权威受冲击、实践效果减弱和引领力度受削减等维度分析,网络统战工作面临诸多复杂的舆论风险与现实困境.智媒时代复杂舆论环境下,网络人士的互联网统战工作面临着传播方式上"宣传有余,互动不足"、传播内容上"同质化有余,吸引力不足"、传播对象上"宽广度有余,精准度不足"以及考核指标上"问责性有余,激励性不足"等问题.应从思想政治引领、丰富组织活动、创新管理体制、坚持内容为王、紧抓技术红利和完善考核机制等层面,强化智媒时代复杂舆论环境下网络人士互联网统战工作的具体治理措施.
Abstract
In the context of intelligent media technology,the public opinion environment at home and abroad is becoming increas-ingly complex,and social expression is becoming increasingly diverse.Exploring how to strengthen the construction of flexible governance of Internet behavior of network personage groups is an important issue to effectively maintain social stability and the security of national mainstream ideology,and constantly push forward the front line united front work in the new era.At present,the general characteristics of Internet behaviors of network people have been revealed.the analysis of dimensionality such as the elimination of home advantage,the impact of discourse authority,the weakening of practical effect and the reduction of leading power,the network united front work is faced with many complex public opinion risks and realistic difficulties.Under the complex public opinion environment in the era of intelligent media,the Internet united front work of network personnel is faced with such problems as"excess publicity and insufficient interaction"in the communication mode,"excess homogenization and insufficient attraction"in the communication content,"excess breadth and in-sufficient precision"in the communication object,and"excess accountability and insufficient incentive"in the assessment index.We should strengthen the specific governance measures for the Internet united front work of network personnel in the complex public opinion environment of the intelligent media era from the aspects of ideological and political guidance,enriching organizational activities,innova-ting management system,adhering to the content as king,grasping the technical dividend and improving the assessment mechanism.
