数字化转型视野下基层社会治理的功能完善路径

摘要
数字化转型与基层社会治理功能完善之间存在紧密的逻辑关系,数字化转型要求下放权力并延伸基层治理空间,能够提升基层社会治理精细化程度,有助于打造基层社会治理共同体.目前,基层社会治理存在缺乏系统规划、精细程度不够、主体参与不足等功能性问题,据此应从实现全域赋能,推进基层治理与技术深度融合;数字技术赋能,提升基层社会治理精细化程度;多元主体参与,提升共建共治基层治理能力;完善实践措施,全面提升干部群众数字素养等方面加以完善.
Abstract
There is a close logical relationship between digital transformation and the improvement of grassroots social governance functions.Digital transformation requires decentralization of power and extension of grassroots governance space,which can enhance the refinement of grassroots social governance and help build a community of grassroots social governance.At present,there are functional problems such as lack of system planning,insufficient refinement and insufficient subject participation.Therefore,this paper puts forward concrete suggestions from the realization of global enabling,promoting the deep integration of grassroots governance and technology,im-proving the digital literacy of cadres and the masses.
