摘要
政府治理数字化转型是实施创新驱动发展战略、推动信息化与现代化相结合的关键环节,对于推动我国经济转型升级、提高产业竞争力具有重要作用.政务信息化、政务透明化和治理法治化是推动政府治理数字化转型的重要原则.政府治理数字化转型是一个复杂而庞大的任务,需要不断从实践中总结经验、发现问题,进而进行理论的完善.政府治理在数字化转型的背景下,需要建立起更加规范的法律法规体系,以解决政府治理过程中的合法性、正当性和公正性问题.只有通过建立合理的法律框架,才能够确保政府治理数字化转型的顺利进行.
Abstract
The digital transformation of government governance is a key link to implement the innovation-driven development strat-egy and promote the combination of informatization and modernization,which plays an important role in promoting China's economic transformation and upgrading and improving industrial competitiveness.Informatization of government affairs,transparency of government affairs,and rule of law in governance are important principles to advance the digital transformation of government governance.The digital transformation of government governance is a complex and huge task,which needs to contantly to summerize experience and find problems from practice,and then improve theories.In the context of digital transformation,it is necessary to establish a more standardized legal and regulatory system to solve the problems of legitimacy,legitimacy and fairness in the process of government governance.Only by estab-lishing a reasonable legal framework can we ensure the smooth digital transformation of government governance.
