摘要
数字时代治理已经呈现从"第二波浪潮"向"第三波浪潮"演进的态势,对身处这一环境中的亚非拉诸多国家而言,西方数字治理模式吸引力逐渐下降,中国数字治理模式吸引力则稳步上升.中国数字治理的世界影响与时代价值主要是:中国为亚非拉国家提供数字治理指导理论、数字治理模式的全新选项.从前景来看,中国数字治理的世界影响与时代价值将进一步增强,其中的启示是:数字治理过程中必须以本国国情为主、经验借鉴为辅,构建与本国国情相符的数字治理模式;在执政党领导下遵照总路线一以贯之地推进数字治理进程;在技术创新与制度变革双重驱动下实现因需制宜;有效借助非均衡政策将不平衡程度控制在适度范围内.
Abstract
Governance in the digital era has evolved from the"second wave"to the"third wave".For many countries in Asia,Af-rica and Latin America,the attractiveness of western digital governance models is gradually declining,while that of Chinese digital gov-ernance models is steadily increasing.The global impact and contemporary value of China's digital governance mainly lies in providing new options for digital governance guidance theory and digital governance models for Asian,African,and Latin American countries.From the perspective of prospect,the global influence and era value of China's digital governance will be further enhanced,from which we can find some enlightenment:in the process of digital governance,it is necessary to focus on the country's national conditions and draw on experience as a supplement,and build a digital governance model that is consistent with the country's national conditions;Under the leadership of the ruling Party,the digital governance process is promoted consistently in accordance with the general line;Under the dual drive of technological innovation and institutional reform,we should adjust measures to meet needs in order to effectively control the de-gree of imbalance within an appropriate range with the help of unbalanced policies.
