摘要

以福建省A市294 名Z世代基层公务员为对象,构建了伦理型领导对Z世代基层公务员组织公民行为的影响机制的机理模型,并且通过组织支持感的中介作用以及组织公平感的调节作用来研究其影响机制.实证研究表明:伦理型领导能够积极影响组织支持感、Z世代基层公务员的组织公民行为;组织支持感能够中介伦理型领导对Z世代基层公务员组织公民行为的影响;组织公平感能够调节伦理型领导和组织支持感之间关系.研究启示:Z世代基层公务员有理想、有本领、有担当,是我国基层治理的新生力量,为了不断激发Z世代基层公务员组织公民行为,相关部门应重视公务员的伦理道德建设,着力提升组织支持感的水平,同时要关注其对Z世代基层公务员组织公平感的影响.

Abstract

Taking 294 civil servants at the grass-roots level in a city of Fujian province as an object,A mechanism model of the influence mechanism of ethical leaders on the citizen behavior of generation Z grass-roots civil servants was constructed,and the influ-ence mechanism was studied through the intermediary role of the sense of organizational support and the regulating effect of the sense of organizational justice.The empirical research shows that ethical leadership can positively affect the OCB and POS of Generation Z civil servants;the perceived organizational support can mediate the influence of ethical leadership on the organizational citizenship behavior of the grassroots civil servants of Generation Z;Perceived organizational justice can regulate the relationship between ethical leadership and perceived organizational support.Research reveals that the grassroots civil servants of generation Z have ideals,abilities and responsibili-ties,which are the new force of grassroots governance in China.In order to continuously stimulate the grassroots civil servants of Genera-tion Z to organize civic behavior,relevant departments should attach importance to the ethical and moral construction of civil servants,strive to improve the level of organizational support,and pay attention to the impact of the grassroots civil servants of Generation Z on or-ganizational justice.
