共同富裕视域下乡村数字化治理的现实梗阻与提升路向研究

摘要
作为中国式现代化的核心要义与根本旨趣,共同富裕呈现出新时代所赋予的本质属性.而基于共同富裕的现实需求,有效乡村数字化治理是实现共同富裕的重要保障与支撑.实现共同富裕与乡村数字化治理在价值旨趣与实践路向等维度具有互嵌共变的显著特征.同时,认知模糊与认知曲解、治理矛盾与权责边界、治理范式与治理能力以及数据外衣与技术异化又使乡村数字化治理赋能共同富裕的实践过程面临诸多现实梗阻.为此,要更新乡村数字化治理发展理念,优化乡村数字化治理政策体系,助推乡村数字化治理能力现代化,激活乡村治理共同体内生动力.
Abstract
As the core meaning and fundamental purport of Chinese-style modernization,common prosperity presents the essential attribute given by the new era.Based on the practical promotion of common prosperity,effective rural digital governance is an important guarantee and support for realizing common prosperity.The realization of common prosperity and rural digital governance have significant characteristics of mutual embedding and covariation in value purport and practice direction.At the same time,the practice process of rural digital governance to empower common prosperity has many realistic obstacles;cognitive ambiguity and cognitive distortion,governance contradiction and power and responsibility boundary,governance paradigm and governance ability,as well as data cover and technology alienation.Therefore,it is necessary to update the development concept of rural digital governance,optimize the policy system of rural digital governance,promote the modernization of rural digital governance capabilities,and activate the internal power of the rural govern-ance community.
