数字化治理理念下大学文化治理现代化转型路径

摘要
当前,大学文化治理日益成为大学现代治理的一个新的治理生态,其特色在于强调文化属性与功能,通过文化的包容、整合和价值引领力量来推动大学内部治理的变革与提升.但是,面对大学内部行政学术的文化分野和学术藩篱所带来的治理困境,数字化治理以其特有的开放性、交互性、公共性和共享性等特征,为打破大学内部之间的文化藩篱,变革大学文化治理和服务方式提供了有力的支持.具体路径包含,创建强大的技术基础设施和集成以夯实数字基础;营造浓厚的数字文化氛围以培育数字化思维;形成强有力的治理结构以提高数字实践的透明度和责任感.
Abstract
At present,university cultural governance has increasingly become a new governance ecology of modern university gov-ernance,which is characterized by emphasizing cultural attributes and functions,and promoting the reform and improvement of university internal governance through cultural inclusion,integration and value leading power.However,in the face of the governance dilemma brought about by the administrative academic culture and academic barriers within the university,it is necessary to break down the cultur-al barriers within universities and change the way of university cultural governance and service.Digital governance provides strong support with its unique characteristics of openness,interactivity,publicity and sharing,including creating a strong technical infrastructure and in-tegration to consolidate the digital foundation;creating a strong digital cultural atmosphere to cultivate digital thinking;developing strong governance structures to enhance transparency and accountability in digital practices.
