The Effect of the Contesting Instead of Reviewing Policy in Provincial Innovation and Entrepreneurship Competition——Take China Innovation and Entrepreneurship Competition(Shaanxi Region)as an Example
First of all,this paper summarizes and comments the relevant research literature.Then,based on the exploration and practice of China Innovation and Entrepreneurship Competition(Shaanxi Re-gion),this paper studies the proposal and application of the contesting instead of reviewing policy and the situation of gathering and guiding other policies and financial resources to serve the participating enterpri-ses.Furthermore,the problems faced in the development of competition instead of evaluation policies in Shaanxi region are analyzed.Finally,from the perspective of improving the allocation efficiency of provin-cial financial science and technology funds and promoting the sustainable development of technology-based micro,small and medium-sized enterprises,suggestions are proposed to optimize the competition system and improve policies such as competition instead of evaluation,avoiding playing a role in areas where resources can be allocated in the market mechanism,and focusing on promoting the continuous ac-tive participation of start-up enterprises.
