Empowering Rural Public Services with Digital Technology:Mechanism,Implementation Path,and Promotion Strategies——Taking C County in Shaanxi Province as an Example
Based on the policy background of the development of digital technologyor rural public service supply,this paper analyzes the mechanism of digital technology enabling rural public service from three aspects:diffusion effect,spillover effect,and universal effect.Taking the construction of digital vil-lage in C County of Shaanxi Province as an example,this paper uses micro-survey data to analyze the accessibility of digital village infrastructure and the specific applications of digital technology in educa-tion,medical care,public culture and other aspects,and finds that there are access gaps,use gaps and value realization gaps in the application of digital technology in rural public services.The root causes are the lack of digital talents,imperfect digital infrastructure,imperfect data sharing mechanism,and insuffi-cient digital integration of public services.Finally,corresponding countermeasures and suggestions were proposed to strengthen rural digital skills training,enhance farmers'digital literacy,accelerate the im-provement of rural digital infrastructure construction shortcomings,establish a rural public service data sharing mechanism,and promote the deep integration of digital technology and rural public service governance.
