Timing is one of the three major service functions of the Global Navigation Satellite System(GNSS).Aimed at the inconsistency of GNSS timing performance standards,the definitio n and assessment method of BDS/GNSS timing performance standards are discussed.The assessment methods are proposed based on the Coordinated Universal Time(UTC)kept by the National Time Service Center(UTC(NTSC))and UTC published by the Bureau International des Poids et Measures(BIPM).The uncertainty budget of the assessment method is given.The timing performance of BDS,GPS,GLONASS,and Galileo are assessed and compared using the data from the GNSS time monitoring system at NTSC.The assessment resu lts show that,during the evaluation period of 2021,the time transfer accuracy of BDS,GPS,GLONASS and Galileo are 13.8,4.5,16.8 and 4.2 ns respectively,which meet their performance commitment.Furthermore,the timing performance of GPS and Galileo are much better than their system commitment,while the time transfer accuracy of BDS and GLONASS show systematic error characteristics and have much room for improvement.
